You can modify them to go faster, but then you have to have them recertified by the state as a light-duty truck.

You can't de-limit them legally. There is no way to 'certify it as a light truck'.

You may be able to remove the governor and title it in some states, but it won't be federally legal. Also, some states will allow you to title and plate them as an ATV to drive on the road. (at 25mph)

If you import one more than 25 years old, you don't have to have the speed governed, and it's federally exempt from safety standards and EPA standards.

Hm, one of the EPA made mention of registering minitrucks as light trucks. I'll have to re-read closer.

Hmmm...I can't say I know all the EPA regs, but I know there would be a problem with the fact it still doesn't meet Federal Motor Vehicle Safety Standards. I know there are ways in certain states to register them as is with the governor in place.

It sucks because the EPA regs, FMVSS, and import laws, are all completely separate. Then the actual registration laws are handled on a state by state basis...Makes it hard to make sure you're ok and legal in all areas sometimes.
